An index is not a price. It gives the direction of the whole market, and knows nothing about your block, your floor or your lease.
Why the two indices can share one scale
Neither was rebased. HDB publishes its resale index on 1Q2009 = 100 and URA publishes its private residential index on the same base, so the bars and the line share one scale — rebasing either here would draw arithmetic rather than two markets. URA's series runs back to 1975; only the quarters HDB also covers are drawn.

Why this matters more than the index. Most floating packages are quoted as a spread over compounded SORA, so this number is what actually moves your monthly payment. An HDB concessionary loan is different — that has sat at 2.6% p.a. and does not track SORA at all.
